Emergency Services Interoperability: Why Connecting Responders Isn't Enough

Interoperability is one of the genuine success stories of modern emergency response. Police, fire, and ambulance services that once worked from separate radios, separate maps, and separate assumptions are increasingly sharing a single, live operating picture. Frameworks like JESIP, the Joint Emergency Services Interoperability Principles, exist precisely because the hardest lessons from real incidents kept pointing to the same root cause: agencies that could not communicate, coordinate, or share situational awareness fast enough.

When the services move as one, outcomes change. That is not marketing language; it is the documented finding of inquiry after inquiry. So the push toward interoperability is the right fight, and it deserves the attention it gets at industry events and in policy.

But there is a blind spot built into how we usually define the word.

Interoperability has historically meant responder-to-responder

When most people in the sector say "interoperability," they mean connecting responders to each other. Command structures align. Radio channels bridge. A shared common operating picture lets the incident commander see what every agency is doing.

What that picture almost never includes is the people closest to the emergency: the occupants. The staff, students, employees, fans, or residents who are physically inside the incident, often before any blue-light unit arrives, and almost always the last to receive reliable information.

Think about the sequence of a real incident. Something happens inside a building. The people in that building are the first to know, the first affected, and the first to need direction. Yet the entire communication architecture is pointed outward, toward the responders converging from outside, rather than inward, toward the people who are already there.

The occupants are inside the incident, not outside it

This is the gap. We have done remarkable work connecting responders to one another. We have done far less to connect responders to the occupants, the very people who can both provide the earliest information and act on instructions the fastest.

Consider what occupants actually hold in those first minutes. They can see the location of a hazard, the position of an injured person, which exits are blocked, whether an evacuation order is even reaching the far side of the floor. That is ground truth, the kind of detail a command picture is hungry for. And in return, occupants are the ones who most urgently need a clear, specific instruction: move here, stay put, this route is closed.

Right now, that exchange usually does not happen. Occupants wait for information that arrives late, secondhand, or not at all. Responders build their picture without the eyes and ears that are already on scene. The communication gap between the two is where avoidable harm lives.

Closing the gap: one shared picture, responders and occupants together

The next step in interoperability is to extend the shared picture past the blue line, to the people inside.

Interoperability can't end at the blue line

The interoperability movement has been one of the most important shifts in public safety, and it should keep going. But its logic does not stop at the perimeter of the emergency. If the goal is a single, shared understanding of what is happening, then the people standing inside the incident belong on that picture too.
